YSI Africa is developing the Freetown Circular Waste Recovery Project as a localized waste-leakage and resource-recovery initiative. The current proposition is Phase 0 — Evidence & Operational Design: identify where leakage persists, measure what reaches the environment, characterize it, understand legitimate recovery and routing options, determine real costs and decide what additional infrastructure — if any — is justified.

Phase 0 is designed to determine the problem and operating requirements before YSI commits to facilities, machinery or a predetermined technical solution.

From cleanup to system change

Cleanup exposed the problem. Measurement is the next step.

YSI's Lumley Beach field work provides direct experience with mixed coastal waste, cleanup logistics, collection and material-handling constraints.

That experience showed why removing waste after it reaches the environment is not enough. Phase 0 asks where leakage occurs, what reaches marine and wetland environments, what can realistically be intercepted or recovered, where material should go, what it costs and what infrastructure is genuinely missing.

Readiness architecture

The operating architecture is built. The real-world evidence still has to be earned.

YSI has prepared the Phase 0 field packet, measurement and characterization protocols, material-outlet and local-costing controls, a competent technical-review gate and an independent pre-deployment audit. These controls strengthen readiness; they do not authorize deployment.

The remaining gates are real-world inputs: a defensible candidate site, applicable authority and provider arrangements, downstream material routes, current local quotations, technical clearance and field-generated evidence.

Possible technical recovery pathways

RDF/SRF remains a hypothesis — not the current project.

Some residual material may eventually warrant assessment for RDF/SRF or another technical recovery route. YSI is not assuming that outcome. Any later pathway would require supporting waste characterization, moisture and calorific-value evidence, engineering review, economics, environmental safeguards, emissions controls, regulation and a legitimate offtake/use case.

Phase 0 does not include thermal processing. Fundraising for a resource-recovery unit or full capital system remains a later decision, not the present proposition.

Decision rule: technical options follow the waste evidence. Grant availability does not dictate engineering.

The detailed longer-term sequence has been moved out of the main project narrative. It remains available as a text-only technical appendix for reviewers who want to inspect the full conditional architecture.

What Phase 0 produces

A decision, not a predetermined facility.

  • defensible measurement evidence;
  • recovery and routing analysis;
  • real operating-cost evidence;
  • permission and provider requirements;
  • identified gaps in existing infrastructure;
  • technical questions for any later phase.

End-of-phase gate

GO / MODIFY / NO-GO

GO: evidence supports a bounded next-stage pilot or resource-recovery unit.

MODIFY: a different intervention or more evidence is required.

NO-GO: additional infrastructure is unnecessary, duplicative, unsafe, uneconomic or unsupported.

Long-term vision

Replication is an outcome to earn.

YSI's long-term objective is not to accumulate facilities. It is to establish whether a localized operating model can reduce environmental leakage, produce useful recovery evidence and work inside Freetown's existing waste architecture.

If a later pilot proves repeatable, compliant and economically defensible, replicated units could be considered. If the evidence says the city is better served by strengthening existing infrastructure instead, that is also a valid result.

Phase 0 development. Evidence and operating relationships next.

No site, equipment, permits, full capital budget or proven technical performance is being claimed. The current task is to constrain the design through authority/provider realities, measurement methodology, candidate sites and a costed Phase 0 budget.
